need help id the units on these re issued tags please

These tags do not give me the warm fuzzies. Several things pop out, at least for me; here are a couple:
The low number of the unit designation and the code kanji. With a few exceptions, low numbers usually point to either home designated units or Manchurian units. Again, there are exceptions, but this particular kanji is not showing up for me as a code kanji for any unit in the IJA and especially not in the "12" range in my reference sources.
Also, on the canceled out sides, the individual soldier numbers on the two tags look to be "53" and "153". What are the odds of that?

I saw them on e bay and took a chance but now ill return them
I thought the lack of tarnish was a clue but I have seen some that have been polished also I have not seen (reissued) fakes before.
