I think it is Japanese but not sure. Any ideas?

The only thing that doesn't look Japanese about is the tab isn't sewn on and that makes me think it's not Japanese but I might be wrong.

That was my obs. Thx for the reply. The topp is a single piece of leather scored so it will fold down. Multiple drain holes on the bottom.

Just guessing but could be for an artillery gunner's quadrant

Looks very similar in construction to the leather pouches that IMA imported from Turkey 15+ years ago with all the Turkish maxim MG accessory items. These items included various types of optics, quadrants, and other artillery-type aiming devices that the Turks bought back in the 1930's for use on their German '08 maxim MG's.
