Judging from the Kanji wordings, I believe it is a merit flag given by the agricultural dept. head to the
    group of peoples performing well.

That was a banner given to the winner of a harvesting competition in Manchuria in the name of the minister of agriculture, who was Huang Fu-qün at that time.

Mr. Koyima's comment is quite right. The circled chinese wording means " promoted/ prosperity etc".

                Interesting pic.
I can't imagine the kind of nightmare those Japanese settlers were going through as the Soviet army invaded Manchuria near the end of the war. I am sure it was a very desperate time. I have only read a couple of stories about that time in Manchuria--from the book, Japan at War I believe. If anyone has any other books, articles that focus on the last days of the war for the Japanese army/settlers in Manchuria, I would be very interested in what anyone has read.

Of course. I was just trying to make a feeble attempt to connect my post to the pic. in the thread. Still interested in any articles/books related to this time and place in the world.

Just in case someone gets bored in reading the books about the part of this war, you can watch a very good dvd instead. I even draw up a map as my note during watching this dvd.
