Front of the badge has the old school version of the year: 1938
The back of the badge says something to the effect of: All Japan Factory
Health and Welfare Physical Education Tournament Commemoration (bottom line I can't make out). Something along those lines. Wish I could give a more elegant translation.

The Osaka Mainichi Newspaper held a All Japan Athletics Meet of all its printing presses in the year 2598 of the Japanese Imperial Calendar (1938 to the rest of the world) and this was a badge to commemorate it. The badge has the front and home front motif, but is totally civilian in nature,so don't worry about value.
