Japanese Naval Sword

Just picked this sword and two flags up from Vets son in my home town.
Am I correct its a Naval sword?
What do the knots signify?
Can anyone provide some additional info.?

Its a 1914 Pattern naval officers parade sabre.
The black wool knot is from a army kyugunto and the other is a company officer Tassel from a shingunto.
