This label may has something relating to Korea war due to the Chinese government ,in order to send troops to help North Korea government but to deny at the same time, used the excuse that those troops are just volunteers.

The wordings on the button is " Eighty-one" which is the date of the establishment of the Peoples Liberation Army on August 1, 1927. See the Chinese stealth fighter's rudder also has such wordings.

The volunteer army did not need to be limited to Korea war but may be in any war when the Chinese government did not want to use regular army's name but volunteers' name instead.
