      Looks like a Retired Soldier (veteran) pin to me. Mass produced and readily available in several size variations I'd value it at 20 USD.

                This is Ordinary Member Badge of Imperial Time Expired Soldiers League (a.k.a. Imperial Reservist's Association)
                Your badge was made somewhere between 1935 and 1941.
