Hi Team,
Posting this one behalf of a friend who just found it. Can we get some info on what exactly it is and is it indeed for a Navy pilot?

I believe you are correct that it's a navy pilots navagation kit.

Those Kanji wordings mean Aviation computer type 4 with the maker name ( Japanese company) at bottom.
In your case upon open it, the left side is called Calculator side which will let the pilot to calculate the temperature conversion, fuel..etc. The right side is called Wind side which is basically to calculate the heading the pilot to fly after taken into consideration of the wind direction..etc.
Attached is a modern version ( 2 sides) which student pilot will use.
This kind of calculator can be used by land or navy pilot.
