Japanese naval uniforms in olive drab

Can anyone please illuminate me as to the use of Japanese naval uniforms in olive drab colour. I assume these were issued to naval troops who had land-based roles, but do you have information on the sort of troops who would be assigned these uniforms?

That is partially true BUT the Japanese navy switched late war to all green uniforms (even for shipboard sailors) & caps eliminating the white for summer & blue for winter.
