Small Japanese Flag

Hey guys: A picker I buy from turned up this rather small flag and I picked it up today. Any ideas as to what it was for? I'm guessing a patriotic civilian version maybe?

It says
"宮地嶽" (Middle) Mountain top shrine
"參拝" (Right) Going to worship
"記念" (Left) Commemoration

So it's someone's souvenir from climbing a mountain and visiting a shrine.
