Found in IJN tunic pocket

Thought this warranted it's own thread. Heck, you never know about pockets, so I looked and I found this. Can someone give me an idea of what the paper says? I see no date at all in English. It appears to be war time. Perhaps there is a slim chance someone can get the name of the Officer off of the cap and he is in this paper? There are a few portraits of IJN and IJA men. Any info greatly appreciated.

The front page photos appears to show IJN officers inspecting NLF troops? Series of different pictures showing the inspection and someone giving a speech. Also shows a large group of young civilian males being addressed along with just troops being addressed. Perplexing.

It's about the city of Kanazawa organizing a 2000 member strong Luftschutz-like Civil Defense organization. The whole thing is too out of focus to read anything other than the headline, but I can see that it is dated April 6th. The very top line is where you will find the year.

Thank you Nick, greatly. I might get a better shot of that top line and see if we can get a year. I wouldn't expect to see too many young men dressed nicely in civilian clothes if it were later in the war.
