What is this booklet?

After going over Nicks fantastic Paybook reference last night I had a dig around and found what I thought was a paybook. Well to my surprise it didnt seem to match any of the ones Nick showcased. So now I throw it out you you gentlemen.

Can anyone tell me what it is, so as I can label it.
