Question On A Japanese Flag

Not familiar with a Japanese flag that has a sewn border all around like this one.

Is this not a "personal" flag, but one meant to be on a pole of some sort?

The size is about 30 inches by 38 inches.

Would greatly appreciate any advice.

if edges are filled with kapok, then it came off a sailor's or pilot's emergency flag. There would have been a telescoping pole made of bamboo. kapok helps it float in the water.
