    Yes, it's Japanese. It's for measuring angles and used in conjunction with a compass.

            It's called an angle meter, angle measuring device or a clinometer. The characters used are pre war, but there is nothing to tell whether it's military or civilian. However, the useage instructions are overkill for a military gadget, like chop sticks that come with paper sleeves showing how to hold them, so that gives me a civilian use impression, but that is only a guess.
