Seems odd to me that another would be for sale on Ebay now as well from such a high ranking officer.

I think that these were mass produced and given out to factory workers in Japan. I saw one for sale in an antique store in Japan a few years back--they were asking around $300 for it. Not super rare, and I think that they pop up online once in awhile.
