The helmet is a civilian style helmet. The anchor badge looks to be a repo thats been added on to enhance the helmet. I do not know these IJN badges well at all, so someone else will have to confirm it, but thats my gut feeling on it. Looks to be a souvineer piece with the writing.

Military helmets didn't have that type of liner, it's civil defense. If the anchor was added by the GI who collected it back in 1945, it might have been original and worth something on it's own, but that doesn't appear to be the case.

But also, that insignia on that type of helmet is just not a proper match.
