Medal Document?

Can anyone ID what these medal documents (?) are for. I know the first i've had for a while and is dated Meiji 35 but thats about all . any information would be greatfully recieved the second is one that I have been considering getting but i'm still un-dicided.

The first document indeed looks like a citation for an order, but it is just an elaborate receipt for money. The second paper is the Imperial Rescript on Education. See here for details http://en.wikipedia.org/wiki/Imperia...t_on_Education
