Just a guess....it looks like a company flag, i.e. business of some kind, or perhaps a private school.

Or it could be an older version of one of the many municipality flags, some of whose designs have changed over time.
It somewhat resembles the Ebina flag of Kanagawa Prefecture.

I used to have a photo in my collection of a bunch of guys in uniform, and they had this flag and the insignia on their uniforms. Unfortunately, I sold it a few years ago and I don't have a scan.

              what is it??

Ben, it almost reminds me of an aviation club but I have to say I have no real idea. Good luck in tracking it down. Perhaps the sign behind the fellows in the image gives a hint......MikeB

The flag was for the Japan Boys & Youth Group, which was formed in January 1941 through the integration of four separate organizations for boys and girls. One of the four was the Boy Scouts of Japan. Here is an arm band with the organization name included along with the emblem. I hope this solves the mystery to everyone's satisfaction.

Thanks for your help. Much better than the sushi
fish vendor flag I couldn't figure out some years ago.

Did this Youth organization survive WW2 & exist today
with this same double triangle wing looking emblem?

It's 2 stylized birds, the bigger bird guiding the smaller one. I doubt MacArthur would have tolerated this group anymore than the Hitler Youth would be tolerated in occupied Germany.

No they didn't even survive beyond March 1945, at which time they were absorbed into the newly formed "Volunteer Fighting Corps" http://en.wikipedia.org/wiki/Volunteer_Fighting_Corps.

That article is about, 大日本青年党 "Dai Nippon Seinen Dou" not 大日本青少年団 "Dai Nippon Seishounen Dan" (who are the group with the flag in question). I think that "Seinen Dou" was probably one of the groups Nick mentioned were absorbed into the "Seishounen Dan"
