Question about Naval Field Caps Anchor Insignia

I have a question regarding the anchor insignia on fieldcaps. Ive come across an early style naval cap,to me everything looks OK, except the anchor is diferent then all of my other naval hats and i do not have any photos showing this kind of anchor. Instead of being a regulare anchor, the anchor has a rope. Does anyone know about this variation?
    Thanks so much fellas!

very late war cap with printed insignia. It's a very controversial insignia. Many feel it's civilian under the navy.

I have seen this type for sale occasionally but have refrained from getting one as I too feel that its civilian not military. David.

        Thank guys!
From a couple reference books I know that the navy in most of there land battles show a strenght figure for how many civilian employees they had for the navy battles. My take on it is these civilian employees/contractors would be like our Navy Seabees during ww2,would this be correct? Wouldnt these contractors be on the island with the Japanese force? What kind of tasks would these contractors due?
        Thanks guys. Appreciate it.

Totally open for personal speculation & opinion. Unless Nick or someone else might have additional info I believe they would be worn by civilian navy workers. Boat yard, supply, dock maintanance etc. I have yet to see one of these caps that are named & issued. By the construction I feel they were very late war & probably worn in Japan.
