captured Japanese document? Transalation?

A friend of mine has this letter but never had it translated. I am thinking about adding it to my collection, but am curious if anyone can read what it says. I have not seen it in person, but it appears to be printed, not hand written (I don't know for sure). It was sent to a signal unit (perhaps for translation) and has the original envelope.

I don't know if it is US made propaganda or a Japanese military document.

Any help would be appreciated.

That's a US propaganda leaflet written to be dropped over Japan, talking about the fall of Saipan, etc and questioning the Japanese purpose of continuing to fight in the Southern Islands.

That's kinda what I thought it was, but was unsure why it was in the envelope sent to the "chief signal officer".
