      its an ultra rare naval regimental standard!....j/k. Actually, its still a nice flag, but is a commemorative flag for the opening of a gov't department in a city/town. The kanji is the older style, so I had to ask the help from a chinese friend who of course wouldn't know how to pronounce the name of the cities or the exact department/agency. I'll let others fill in the names, cause its too difficult for me. The date I can do: showa 14 (1939), december, 1st.

      I likey much, so please keep me in mind if you decide to let it go!

        It reads 'Maizuru Naval District [Rejuvenation? Re-Opening? Re-furbishing?] Commemorative' as well as the date kaigunair wrote. According to Wikipedia, this district wasn't as active after the 1923 Naval Treaty, but in 1939 it was re-energized by the Navy for obvious reasons.
