First Kanji Flag, Please Help.

Can anyone tell me what the characters mean. The flag is made of very fine/thin silk and the sun is screenprinted.

Any help would be great. Thank You.

It's a souvenir flag done for GIs after the war. Some war slogans, but the tourist content like Japan and Tokyo give it away as post war.
