Rising Sun Flag question ?

Please advise as to why their are two types of rising sun flags, one with rising sun centered in flag and another type that displays the rising sun off centered? Are any one type of rising sun flag used for navy or army applications? Recently found a rising sun flag with sun centered and request any information that my be forwarded. THANKS

The centered flag is the ensign of the Imperial Japanese Army and the off-centered flag is for the Imperial Japanese Navy.
