Help with Kanji on Helmet Cover

I would really appreciate help from the group translating kanji from the inside of a helmet cover which I finally had the courage to remove a few days ago. I was pleasantly surprised to see what I believe to be TWO names in the signature columns...but not really sure.

Also, it would be great to know the date of manufacture which I'm assuming is on the other stamp.
