Buckle with Japanese Characters, Please Help Translate

This buckle was given to me by my father in law. He was a Naval Aviator during WW2 and the Korean War. I believe he had this made in Japan during the Korean war. It has a set of Naval Aviator wings and some writing in what I believe is Japanese. It might be his name or perhaps his squadron VS-931 or VS-20, He flew in both. Personalized buckles like this were and still are worn in uniform by Officers and Enlisted in the US Navy. It depends on what your command will allow.
    Thanks
    Andy
