Yes it's original & probably from the huge cache of mint/unissued caps found recently in Japan

These are the commonly found "Shanghai" caps ( made at the IJN Shanghai clothing factory) and are original as Jareth mentioned. They are all mint and unissued. A big cache of them was found probably more like 30 or more years ago. I recall they have been around since I started collecting Japanese militaria in 1986.

Conrad I think I heard a few hundred enlisted & petty officer's were recently found OR perhaps some speculator released a large amount from the original cache. They were never an exspensive cap but prices have dropped. Once they're all reabsorbed perhaps the value will increase.
