Japanese WWII helmet - opinions?

Hello, I've been offered this helmet, among several other's from an estate. I'm not sure how much a good offer would be for it... There's a stripe painted around the outside? What do you think of the straps inside?

Nice original example. Chinstraps are fine. Is that paint on the one liner pad? Can you flip over liner pad & tell me the showa ink stamped date? For instance showa 19 = 1944
