Japanese Salor Hat translation?

I recently picked up this Japanese salor cap with a note from the vet. I was wondering is somebody could be kind enough to translate. Also, would this hat have had a tally?

Hi , Yes it schould have a tally.
The cap looks unused.

It does have some writing "added" by the salor or maker, I dont know. Thats what I'm trying to find out...

the added writing is the date, showa 18, 11-nen , or november 1943. it also indicates type 2.
