    奉公is read Houkou and it means to serve the nation, the lord, etc.
    仕様書付図 is what the 5 characters say and it means attached drawing to specification sheet.

            Hi Nick, I've been collecting these booklets for about a year. I always wonder why the handwritings are so consisting in many booklets.

            Were the entries written by one person within the same day for a booklet? Was that person an officer? What would be the rank?

            I assume many of the booklets were written by the same person(s), then when did they write it? Was it written when the soldier came home then the office consolidated the soldier's record and wrote the booklet?
