My Japanese is a little rusty, but I think it says DE- TEC

top roll says Tokyo ( looks like an address) mid ( ship making department?) phone number is on the bottom.

What may appear to be a ship making dept. is just the name of the company "Funabashi Medal Manufacturing Company". Address in Tokyo on top phone number on bottom.
