This would be a post-war souvenir repro of a Kamikaze headband expanded to include lyrics from a song that was popular in 1944, which is often associated with the Kamikaze image. How the characters are written indicate post-war vintage. I think it's more recent than the 60s to be frank.

Maybe repro is not the right word; fantasy piece is a better description. The characters used for "country" and "cherry" are postwar simplified ones. No chance at all of this being a wartime item.
