Japanese Glass Pen

Found some Japanese glass pens using google search, but none like this one. It has a paper with writing on the inside - can anyone read it?
It came from a flea market, it was in a Japanese wooden box that had some WWII items in it, but not sure that the pen is WWII. Thanks for any assistance.
