Translate cup?

Can anyobdy tell me what this cup means with the two flags? Are the characters legible enough to read? Thanks...

Its really, really hard to see but the bottom line might read "Triumphal return commemorative." The last character on the first/top row appears to be Man and in conjunction with the second kanji to the left might be Manchuria but it could also be Manki or term fulfillment. Better pictures of the kanji are required to make a positive identification. I can't see the last characters on the top row at all. The other flag in the center of the cup is the flag for Manchukuo, the Japanese puppet state in north China from 1934-1945. Clearer pictures will give a better idea. This cup seems to have typical motifs and sayings. Zach
