I was told it was a Calvary Flag? It is made of fine materials.

It's not a military flag. For a youth training center.

Do you know or does it say what kind of Training Center?

These centers taught military drills to kids 16 and above who graduated elementary school and was a 4 year program. These schools later combined the function of vocational training to become Youth Schools. This flag would be late 20s or early 30s vintage.

your flag's kanji is different, but the thread has good info on these types of schools.
