The article does not have much to do with the photo of General Terauchi's visit to the unknown warrior's memorial. The article is about Japan's dialogues with the USA and Russia. The US questioning the nature of Japan's interest in China and Russia'a ambitions in Europe. I think it's from 1941 when tension was increasing with the USA.
