Great compass!
I'm not so sure these were used in the suicide boats, in the few pictures I've seen of the cockpits of some of the "suicide" boat types they appear to use a smaller compass, almost more like the aircraft compass. Pictures of the cockpits of most of these small class of boats are hard to find so I really can't say for certain.

Yes, that piece is a binnacle for a small craft or a tender and not for a suicide boat. The tag reads :
Small Boat Compass Rev.2 (短艇羅針儀 改ニ)
Manufacturing number or Serial number 287 (製造番号 287)
Weight 4.3 kgs (重量4.3瓩)
Maizuru Naval Arsenal Weapons Manufacturing Unit (舞鶴海軍工廠造兵部)
Made in January 1944 (昭和19年1月製造)
This example is the later war variation with body made of bakelite to save on metal. I have a Rev.1 with body made of all brass and made in 1942. (unfortunately I'm not allowed to attach photos for some reason...)
Hope this helps, and a Happy New Years to all !
