Is this a Navy cap band, and, if so, what does it say?

Yes it is. It says "Dai Nippon Teikoku Kaigun" which means "Greater Japanese Empire Navy"

These are getting hard to find, nice piece.

I have a question about the naval cap bands. How can you tell a fake . I notice that the cuts in the ends of this one are sown but I have seen some that are glued whats correct??

and was there a naval parade version of the band that was much more fancy
I'm sure I have seen drawings of one but cant remember what book it was in.
