Bob, nice cap & a big plus to get the storage box. Unfortunately there isn't great interest in police or fire headgear. There might be other collectors who have an interest but I prefer combat army/navy headgear.

Police rank was indicated by the gold stripes on the cap. Your cap is for a high ranking officer of Commissioner level. Are the chin strap buttons standard police with the five pointed star or something else?

I am afraid I don't know how you might research this fellow unless there was an address or prefecture name where you could start. It is a nice high ranking officer rank cap.
