understand this was awarded with a medal to the guys in the Navy ?

anyone know the trequirements for awards?

This is an unofficial award dated from 1935. Most likely a unit level award so finding the exact requirements would be very difficult. I also suspect it is missing part from the front, since there is a hole which looks as if it would have had a frontal ornament on the helmet.

What you "officially" got was a citation stating, for instance, Excellence in the skill of range-finding in the skills evaluation and along with this document you got these as mementos. They were different items each year and most were in the style of plaques. These citations were given by fleet commanders, etc.
