Imperial Japanese mini flags

Does anyone have any idea what these small flags were used for ? They measure 1-1/4" x 1-3/4". They look to be machine embroidered and are of a good quality. These turned up at a farm auction years ago. There were several large rolls of them. Thanks

Flags

These have been around for as long as I can remember. I was told long ago that they were clothing labels for a military uniform maker. While I have never seen them sewn in any private purchase clothing it seems like a possibility.
