Japanese Navy cap tally question

HI all .. Need to pick some brains.

When did the japanese Navy use a Cap tally saying

"Japanese National Training Fleet" .. I'm guessing it's post war but does anyone know when ?

It is without post war. I do not know specifically when it was used, but it is likely pretty recently.
