Japanese Navy Cap Device - opinions please

Forum Members, I am asking for opinions on this Japanese Navy Cap badge. It measures 2 3/8 inches tall X 3 inches wide. It is made of gold bullion thread on black felt with a metal eight pointed star, metal central ring and metal anchor. Behind the anchor is a cloth meatball flag. The eight pointed star is actually the points of a compass. It is a very well made cap badge and it has lots of eye appeal. Is this Japanese Merchant Marines? Is this cap device World War Two Period? Yes, I believe the insignia is a World War II or earlier Japanese merchant marine reserve visor hat insignia.
