Rodney from Hawaii would like to learn a little about this Imperial Japanese Navy woodblock print that he has in his collection. Any help and/or information on the woodblock would be greatly appreciated.

Mahalo Eric for posting my IJN woodblock print to share and learn more about here on the forum.
Aloha all, if anyone can help with the translation of the Japanese characters written on the scroll and on the top right corner of the print. Are these old style Kanji? What war period would this print be, Sino-Japanese War 1894-95 or the Russo/Japan War 1904-05? Any information would truly be appreciated.
