My Mystery Medal

I'm sure this medal is only a mystery to me since it is the first Japanese medal that I have ever owned. It is silverplated bronze, 55mm in diameter and must weigh over 2 ounces, has a plain edge and comes in a maroon leather finished case. I hope someone here can tell us something about it.Here is what I assume is the obverse.
