Hello. Could Someone Please Help With The Translation Of This Armband. I Have No Idea What It Says. Thanks, Robert

Hi,
This armband is from the Philippines. Please note that the Filippino names are rendered phonetically in Japanese, so I'm literally translating where I'm not sure how they would actually be pronounced.

It reads: Police Chief. Bangashinan Province. San Nicolas township. Hose (Jose?) Puroru Buranco.
San Nicolas is located in northwestern Luzon near the coast.

I concur with your translation with one exception: the first kana is definitely "pa". I took a chance and googled the name and found this web site for Pangasinan:
