I offer the following on the tag from top to bottom starting on the left hand side of the tag...

Tokyo
Oji (a location ?)
Manufactured by Showa Recycling (?) Joint-Stock Corporation

Also, the bag appears to be a non-military, wartime, bag in my opinion. I do not know what the bag was designed for.
