Translation help please : inscription on Sake cup

I would appreciate if a forum member could translate the inscription on this Sake cup. Thanks in advance.

This one is tough, so hopefully someone can fill in the blanks. The center symbol is for IJA engineers. The top of the cup says something about "Independent defense unit (or garrison force). I believe the left side says "commemorative" and the right side says "fulfillment of service." I can't decipher the bottom kanji.

I want to add a small modification to Zach's post:
The top states Manchuria Independent Garrison and the middle symbol is the Indpendent Garrison Unit insignia of crossed rifles over the cross-section of a railroad tie, since these units oversaw the security of the railway systems in Manchuria.
