According to the Peterson book this ia a pre 1910 type with the sunken enamel and the wider gaps between the sun rays. ~Ed Maroli

There's another one listed for sale too on www.flightlinedesign.com under the militaria section. I think it is a Meiji period piece, but it is a little tough to tell.
