Help reading Nambu Holster markings please

Hello everyone,
I think I am reading this wrong. My eyes see a 1 and a 6 for a date, which would mean 1941, but based on the construction of the Holster, it should be earlier, like 1935,36,37...something like that. What do you guys see? Thank you for any and all help!
