I think that this is a very interesting flag, I purchased it at a flea market in Kawagoe Japan last year. The central red kanji reads "power".

拂=払 harau/futsu; sweep away. I recognized this from some calligraphy General Arki Sadao (retired) gave to my teacher: 神剣拂百邪 "God's sword sweeps away 100 [i.e., all] evils"
I don't quite know how to translate 生光; literally it means "living light;" perhaps some nuance that escapes me.
